The scientific discussion of denuclearizing North Korea focus on technical questions of verified disarmament. However, the other side of a possible agreement, particularly confidence-building measures, ease of sanctions, and security guarantees, is often understated. These measures, however, will have to be regulated with similar technical precision to incentivize the disarmament. Recent examples show that this has become even more difficult and that there is a need for new mechanisms which can establish trust and provide credibly guaranteed in international politics.
